Actually, not necessarily. Apparently, this world bears a strong resemblance to some sort of game that appears to have been popular in some variants of Earth... at least, Kanto seems to. The person who I spoke to about it only seemed to know of Articuno, Zapdos, Moltres, and Mewtwo, which seems a bit strange.
